Salgına ilk günden itibaren bir “ulusal tehdit” gözüyle yaklaşan İsrail, ulusal güvenlik kurumlarını ve araçlarını da salgınla mücadelede kullanmaktan çekinmedi. Bu adımın bireysel özgürlüklere ve anayasal haklara aykırı olduğu birçok çevrede dile getirildi. Ancak İsrail güvenlikleştirme politikasından vazgeçmiyor.
Shin Bet Araplar ve Dürziler’den eleman arıyor
İsrail’in son adımı, İsrail vatandaşı Araplar ve Dürzüler arasında salgınla daha etkin mücadele edebilmek için emekli ve muvazzaf Shin Bet personellerine başvurmak oldu. İsrail ordusunun iç güvenlik birimi, iddialara göre, Arapların ve Dürzülerin yoğun yaşadığı yerlerde salgınla ilgili çalışmalar kapsamında çalışmak için emekli veya muvazzaf istihbarat personelleri arıyor.
İş ilanının detaylarında Galilee, Golan Tepeleri, Wadi Ara ve Doğu Kudüs gibi Arap nüfusun yoğun yaşadığı yerleşimlerin öncelikli olduğu bildirilirken personelin “saha kaynaklarına” dayanarak bilgi toplayacağı bu yüzden Arap kültürü ve toplumuna hâkim olmanın gerektiği belirtiliyor.
İsrail’in salgınla mücadele eforuyla birlikte devletin kontrol kabiliyetlerini güçlendirdiği zaten eleştiriliyordu. Bu habere tepki, İsrail’de yaşayan Arap azınlığın hukuki haklarına odaklanan Adalah isimli sivil toplum kuruluşundan geldi.
Adalah Genel Direktör Vekili Dr. Hassan Jabareen, bugün başbakana, adalet bakanına ve İsrail ordusunun iç güvenlikten sorumlu biriminin komutanına mektup yollayarak durumun insan hakları ve özgürlük açından kabul edilemez olduğunu söyledi.
“İsrail ordusunun, emekli Shin Bet üyelerini Arap vatandaşları hakkında istihbarat toplamak için istihdam etmesi sadece İç Güvenlik Komutanlığı’nın yasal yetkilerini ve otoritesini aşmıyor. Aynı zamanda İsrail’in bizleri düşmanca bir güvenlik tehdidi olarak gördüğünü tekrar hatırlatıyor, tıpkı Arap vatandaşlarının 1948-1966 arasında askeri yönetime tabi olduğu dönemdeki gibi. Eğer İsrail devleti Arap vatandaşları arasında COVID-19 salgının durdurmak istiyorsa, bizleri eşit vatandaşlar olarak görmeli. Bu krizin tam başında, hükümetin sivil bir acil durumda güvenlik kurumlarına başvurduğunu, bunun bizi baskı ve temel insan hakları ihlallerine götüren kısa bir yola mahkum ettiği konusunda Adalah hükümeti uyarmıştı.”
İsrail’in salgınla mücadelede istihbarat örgütlerine başvurması Jabareen’in dediği gibi yeni bir uygulama değil. Özellikle salgının izlenmesi konusunda etkin bir şekilde iç istihbarat örgütü Shin Bet tepkilerin odağında.
Bugün İsrail’de yeni vakaların büyük bir kısmını Sağlık Bakanlığı’nın aksine Shin Bet tespit ediyor. Kullanıcıların cep telefonlarına yüklenen bir uygulama aracılığıyla hangi vatandaşın kiminle görüştüğü biliniyor. Böylece tespit edilen her vaka için görüştüğü kişilere ulaşılıyor ve yeni vakalar kolayca tespit ediliyor.
Bu uygulama Shin Bet tarafından geliştirilse ve çeşitli gizlilik sorularını beraberinde getirse de birçok İsrail vatandaşı pandeminin kontrol altında tutulması için bu fedakarlığı yaptıklarını söylüyor.
