Mogadişu merkezli araştırma kuruluşu Hiraal Enstitüsü’nün son raporuna göre eş-Şebab örgütünün mali geliri Somali hükümetinden daha fazla.
15 milyon Dolar aylık geliri olan eş-Şebab, bu kazancın yarısından fazlasını başkent Mogadişu’dan karşılıyor. Somali’nin merkez ve güneyinde kontrolü sağlayan örgüt, Mogadişu dahil olmak üzere ülkenin çeşitli bölgelerinde etkilerini sürdürüyor.

Aylık ödenen paranın haricinde bu şirketler yıllık kazançlarının %2.5’ini “zekat” olarak veriyorlar. Hükümetin kontrolündeki bölgelerde yer alan şirketler hem devlete hem de örgüte vermek zorunda kalıyorlar.
Somali devletinin en büyük gelir kaynağı Mogadişu Limanı. Ancak eş-Şebab’ın buradaki mallar üzerinden de haraç aldığı belirtiliyor.
Komutan Örgüte Para Ödedi
Somali Ordusu’nda görevli bir komutan, ev yaptırırken eş-Şebab’a haraç ödemeyi reddedince inşaat durdu. İnşaat alanına malzeme götüren kamyonları durduran örgüt, 3,600 Dolarlık ödemeyi alınca evin tamamlanmasına izin verdi.
Enstitünün raporunda eş-Şebab’ın emlak sektörünü yakından takip ettiği belirtiliyor. Emlakçılardan ev satışlarının detaylarını isteyen örgüt, pazarlık yapmaksızın para talep ediyor. Bu istekleri de geri çevrilmeksizin karşılanıyor.
Eş-Şebab kırsal bölgelerde su kullanımı, çiftlik hayvanları ve tarım mahsülleri üzerinden para topluyor. Örgüt kontrol ettiği bölgelerde yer alan su kaynaklarını çiftçilerden aldığı para karşılığında sulama hizmetine açıyor.
Hiraal Enstitüsü’ne konuşan hükümet görevlileri, eş-Şebab’a yapılan bu ödemelerin gönüllülük esasına dayanmadığını ifade ediyorlar.
