27 Şubat saldırısının iç yüzü: Askerler Rusya’yı suçluyor

27 Şubat 2020’de Suriye muhalefetinin son kalesi olan İdlib’in güneyinde Balyun köyü yakınlarında Türk askerlerinden oluşan bir konvoya en az dört füze atıldı. Suriye muhalefetine destek için gönderilen askeri konvoy en az 80 kişiden oluşuyordu ve saldırı sırasında bir binada saklanmak için çabalamışlardı.

 

Bu olaydan bir gün önce muhalif güçler, İdlib’in doğusundaki stratejik Serakib kasabasını ele geçirmişti, ancak Suriye muhalefeti aylardır Rus ve Suriye hava kuvvetlerine toprak ve asker kaybediyordu.

 

Olay günü halen Türkiye destekli Suriye Milli Ordusu için çalışan Yüzbaşı A.H., bombalar uzaktaki hedefleri vurduğunda, bir motosiklet üzerinde tek başına cepheden görece sakin kuzeye dönüyordu. Uzakta ilgisini siyah dumana doğru yöneldi, bu sırada yol kenarında zeytin ağaçlarının arasında oturan yaralı bir askere rastladı. Yaralı asker yardım aramak için saldırı mahallinden birkaç kilometre öteye yürümeyi başarmıştı. A.H., Middle East Eye’a “Başında ve vücudunda şarapnel yaraları vardı” dedi. A.H. saldırıdan yaklaşık bir saat sonra olay yerine ilk ulaşan kişiydi. A.H. gördüğü manzarayı MEE’ye “Şehitler yerde yatıyordu, cesetler her yerdeydi” sözleri ile anlatmaya başladı. Bazıları molozların altındaydı, dedi. “Gördüğüm manzara çok kötüydü… Yaralılar yol kenarındaydı.” Türk askeri araçlarının “neredeyse imha edildiğini” söyledi. “Her yerde alevler vardı.”

 

A.H destek bulduktan sonra ilk destek geldiğinde yaralılara yardım etmeye çalıştılar. “İki araba yaralı askerlerle doldu.” Olay yerinde çalışabilecek durumdaki diğer iki Türk aracını da alarak en yakın sağlık noktasına doğru yola çıktılar.

 

“Türk ordusuna ulaşmaya çalıştım ama önce konvoyun vurulduğuna dair ilettiğimiz bilgileri reddettiler” dedi A.H.

Konvoyun iletişimi saldırıdan önce kesilmişti, bu yüzden saldırı hakkında telsizle bilgi verememişlerdi. Bir askeri kaynak MEE’ye verdiği demeçte, konvoyun hava koruması olmadan konuşlandırıldığını söyledi. Ve diğer bölgelerde şiddetli çatışmalar devam ederken, Türk karargahındaki tepki, ÖSO’dan gelen TSK konvoyunun vurulduğuna dair bilgileri reddetmek oldu. Eğer bir TSK konvoyu vurulsaydı bunu biliriz, dediler.

 

A.H.’ye göre ancak iki saat sonra, tahliye edilen yaralılar Türkiye sınırına varmaya başladığında Türkler ne olduğunu anladılar. Yine de tüm yaralılara ulaşılmasına en az bir saat daha vardı.

 

Türk hükümeti bombardımandan sonra, Suriyeli ve Türk gazeteciler konvoya dair haber yapmaya başladıktan sonra bile, saatlerce sessiz kaldı. Nihayet, o akşam, bombaların TSK konvoyu üzerinde patlamasından yaklaşık 12 saat sonra, Suriye’ye sınır kenti olan Hatay’ın valisi Rahmi Doğan, televizyon kameralarının önüne çıkarak parmağı ile Suriye’yi işaret ederek “İdlib’te rejim güçlerinin hava saldırısı olduğunu” anlattı.

Astana sessizliği

BM’ye göre ülkenin kanlı iç savaşı 350.000’den fazla insanın ölümüne neden oldu, ancak İngiltere merkezli Suriye İnsan Hakları Gözlemevi bu rakamı yarım milyonun üzerinde açıklıyor.

 

Türkiye ile her ikisi de Esad hükümetinin müttefiki olan Rusya ve İran, uzun süredir diplomasinin, özellikle de Astana sürecinin- 2017’de başlayan gerilimi düşürmeye yönelik müzakerelerin- Suriye için ileriye dönük tek yol olduğunu savunuyorlar.

 

Astana anlaşmasından bu yana, Türk bakanlar ve üst düzey yetkililer, Rusya’nın Suriye’deki eylemlerini alenen eleştirmekten kaçındı: hava saldırıları sivilleri öldürse veya Türk gözlem istasyonlarının yakınlarını vursa bile.

 

Bu araştırma için MEE’ye konuşan askerler ve görevliler, 34 kişinin ölümüne ve 30’dan fazla kişinin yaralanmasına neden olan 27 Şubat 2020 saldırısından sonra Türk yetkililerden doğrudan kınama bekliyorlardı. Türkiye için 2016’da başlayan Suriye’ye müdahalesinden bu yana en kanlı gün ve Türk ordusunun 1974 Kuzey Kıbrıs askeri operasyonundan bu yana bir seferde en büyük can kaybıydı bu saldırı. Ne var ki saldırıdan sonraki günlerde bazı düşük seviye kamu görevlileri Rusya’nın işin içinde olduğunu ima ederken, Türk hükümeti saldırıyı yapanın Suriye rejimi olduğunu iddia etti. Rusya savunma bakanlığı, bölgedeki muhalif güçler nedeniyle kafası karışan Suriyeli pilotların yanlışlıkla Türk askerlerini vurduğunu söyledi.

Sığınak delici – Nüfuz edici bombalar

Saldırı günü Suriye ve Rus jetleri Türk hedeflerinin üzerinde uçuyordu. Bütün gün Balyun’un üzerinde kümelenmişlerdi. İkiz kalkışlar ve yakın kol uçuşları rejim karşıtı müttefikler için tanıdık bir taktikti: Bir veya iki Rus savaş uçağı Hmeimim üssünden gökyüzüne çıkarken, Suriye uçakları Humus veya Hama’nın güney üslerinden havalanıyordu. Bu konuda bir Türk albay, “Rejim ve Rus savaş uçakları yan yana uçuyor. Kısacası savaş uçaklarının Türk kuvvetleri tarafından düşürülmesini önlemek için birbirlerini koruyorlar” dedi.

 

Bölgedeki birkaç konvoydan birinde Balyun yakınlarında konuşlanan bir Türk askeri MEE’ye verdiği demeçte, Türk subaylarının Rus mevkidaşlarına yönelik çok sayıda uyarısına rağmen, “Ruslar o gün konvoylarımıza çok yakın bölgeleri en az dört kez hedef aldı” dedi. “Ruslarla devam eden bir [Türk] koordinasyon vardı… Nerede olduğumuzu her zaman biliyorlardı.” Asker, sonra birden konvoyun önündeki ve arkasındaki bölgelere bombalar isabet etti, dedi. “Askerlerimizden bazıları siper bulamadan ilk doğrudan atış araçları hedef aldı.”

Bölgeyi ve resmi fotoğrafları inceleyen ve MEE’ye konuşan iki Türk askeri yetkilisi, konvoyun hedef gözetilerek vurulduğunun açık olduğunu söyledi. Olayla doğrudan ilgili üst düzey bir Türk askeri kaynak da MEE’ye verdiği demeçte, 27 Şubat’ta kullanılan bombalardan birinin “açıkça nüfuz edici bir bomba” olduğunu söyledi. “Akşam bölgeye ulaştık- çok sayıda bomba atılmıştı. Daha önce oradaki iki bina tamamen moloz yığınına dönmüştü.”

‘Bizi Rusya'ya karşı ne koruyacak?’

Bir Türk özel kuvvet gazisi, “Bu saldırı önlenebilir miydi?” diye sordu ve “Evet. Herkes S-400’lerin [Rus füze savunma sistemi] bizi Batı’ya karşı koruyacağını söylüyor. Peki, bizi 34 askerimizi öldüren Rusya’ya karşı bizi ne koruyacak?” Emekli bir yüksek rütbeli subay MEE’ye verdiği demeçte “Zaten askeri üstünlüğü olan Rusya bu saldırı ile psikolojik üstünlük kazandı,” dedi.

 

MEE’ye konuşan Türk askeri kaynaklarını daha da çileden çıkaran, Rusların saldırıya tepkisi oldu. Askeri yetkililere göre, Ankara saatlerce ölü ve yaralıları çıkarmak için Rusya’yı güvenli bir geçiş sağlamaya ikna etmeye çalıştı ama Rusya kabul etmedi. Suriye operasyonlarında görev alan üst düzey bir subay, “Hava koridoru açamadık ve bombardıman altında karadan sağlık görevlileri göndermek zorunda kaldık” dedi. “[Ruslar] bize önce Suriye muhalefetini vurduklarını düşündüklerini söylediler… Daha sonra ise olaya dahil olduklarını tamamen reddettiler.”

 

Türk hükümeti olayla ilgili hiçbir soruşturma başlatmadı. O güne ait Türk ve Rus jet radar kayıtları ve olay yerinde askeri uzmanlar tarafından yürütülen incelemelerin sonuçları hiçbir zaman yayınlanmadı. Ordunun tek tepkisi, saldırıda çoğu askerini kaybeden 65. mekanize piyade tugayının dağıtılması oldu. Hayatta kalanlar diğer birimlere atandı.

 

Türk Ordusu içindeki çeşitli kaynaklara göre, Türk ordusu ve hükümeti içindeki Rus yanlısı klik saldırıdan Moskova’yı sorumlu tutmamak için, en az Rusya’nın kendisi kadar, elinden geleni yaptı.

 

Hükümet yanlısı çevrelerden bazıları, Türkiye’nin Rusya’yı yenecek kadar ateş gücü yok, diyerek Ankara’nın Esed rejimini suçlayarak doğru olanı yaptığını söylüyor. O dönemde yaklaşık bir milyon yerinden edilmiş Suriyeli sivilin Türkiye sınırına doğru ilerlediği ve İdlib gözlem istasyonlarının Esad güçleri tarafından kuşatıldığı olduğu bir ortamda, Türk hükümeti aylarca Moskova’yı ateşkes için zorlamaya çalıştı ama başaramadı.

 

Saldırıdan sonra yedi gün süren Türk operasyonu – ve Türkiye’nin Suriye rejimi güçlerine karşı yoğun misilleme saldırısı yürüttüğü, 200’den fazla rejiim hedefini vurması ve 300’den fazla rejim bağlantılı askeri öldürmesi – ile Türkiye ve Rusya bir anlaşmaya vararak İdlib’i bir “çatışmasızlık bölgesi” haline getirdi.
