Kırk yılın ardından İran’da Sünniler

Şahlık monarşisinin yıkıldığı 1979 yılındaki devrim, İran’daki bütün sınıflara özgürlük vaat ediyordu. İran’daki bütün etnik gruplar ve itikadî oluşumlara faaliyetlerinde serbest olacaktı. Şah Muhammed Rıza Pehlevi’nin ailesiyle birlikte İran’ı terk ettiği 16 Ocak 1979’da, Kayhan gazetesinin manşeti şu şekilde idi: “Şah gitti, İmam Humeyni: Marksistler düşüncelerini ifade etmekte serbestler.”

 

Devrim, İran’da Şahlık rejimine karşı mücadele eden tüm siyasi gruplarda olduğu gibi birçok İslam ülkesinde de heyecanla karşılanmıştı. Humeyni’nin İran’a dönüşünde coşkulu kalabalıkların attığı “La Şiiyye / La Sunniyye, Vahdet-i İslamiyye” (Şiilik -Sünnilik yok; İslami vahdet/ birlik!) sloganları Müslümanların ittihadı için ümit vericiydi.

 

Devrime öncülük eden Humeyni’nin İslam dünyasına hitaben gerçekleştirdiği vahdet konulu çağrılar İran’daki Sünnileri cezbetmekteydi. İran’da Şiiler gibi Sünniler de devrime giden yolda mücadele etmiş, bedel ödemişlerdi. Devrimin üzerinden henüz bir ay dahi geçmemişken Haşimi Rafsancani, Ayetullah Talagani, Ayetullah Beheşti ve Beni Sadr gibi devrimin öncesi ve sonrasının etkili ve nispeten ılımlı simalarının yer aldığı heyet, yoğun Sünni nüfusun bulunduğu Kürdistan eyaletinin yönetim merkezi Senendec’e ‘hüsn-ü niyet’ ismi verilen ziyaret gerçekleştirmişti.

 

Heyetin Senendec’te konuşma gerçekleştirecekleri camiye girdikleri an coşkulu kalabalık “Salli ala Muhammed, Humeyni u Kak Ahmed” sloganları atıyordu. İran’ın Kürdistan eyaletinde Sünniler için rehber olarak kabul edilen, bölgedeki Sünnilere kadılık ve müftülük yapan ailenin üyesi Ahmed Müftüzade’nin ismi Humeyni ile birlikte anılıyor, birlik mesajları veriliyordu.

 

Kürdistan eyaletine gerçekleşen hüsn-ü niyet ziyaretinde konuşan Ayetullah Beheşti, bölge halkına devrim için verdikleri mücadele için teşekkür ettikten sonra İslam Cumhuriyeti’nin anayasasında diğer etnik ve akidevi grupların haklarının korunacağını taahhüt ederek Sünni ve Şii mezhebine mensup Müslümanların tefrikadan uzak bir şekilde kardeş kalacağını söylüyordu.[af] Kürdistan eyaletinin yönetim merkezi Senendec’e gerçekleşen hüsn-ü niyet isimli ziyaretin bir bölümünü izlemek için bknz: https://www.youtube.com/watch?v=inXiBaNeRVo [/af]

 

Sünni toplumun devrime verdiği destek sadece Kürdistan eyaleti ile sınırlı değildi. Sünni nüfusun yoğun yaşadığı bir diğer eyalet Sistan ve Belucistan da diğer bölgeler gibi devrim için bedel ödemişti. Humeyni sonrası lider olan Ali Hamaney’in verdiği bilgiler bunu doğrular nitelikte. Şahlık döneminde İran’ın güneydoğusundaki Sistan ve Belucistan eyaletinin İranşehr isimli ilçesine sürgün edilen Hamaney, ehl-i sünnet yöre halkının devrime verdiği desteği sitayişle anlatarak “İranşehr, ömrümün en değerli hatırasıdır” demiştir. Ümit ve heyecanla devrime verilen destek sonrası Sünni toplumun yeni rejimden beklentileri vardı. Fakat devrimin ilerleyen yıllarında ehl-i sünnet mensuplarının hak ve hürriyetlerine yönelik somut bir adımın atılamaması düş kırıklığına sebep oldu. Bununla birlikte Ahmed Müftüzade başta olmak üzere bazı din adamlarına yönelik hapis ve kısıtlamalar Sünni cenahta tepkiyle karşılandı.

 

Devrimin Kum merkezli Şii ideologlarının aksine diğer sınıflarla diyalog kurma taraftarı olan Talagani, Beheşti gibi isimlerin vefatı, Munteziri’nin etkinliğini yitirmesi, Halhali gibi radikal isimlerin öne çıkması da değişim ümitlerini bitirmekte idi.

 

Humeyni’nin, devrimin üzerinden henüz 6 ay geçmişken gerçekleştirdiği konuşmada “Yek hizb ve an fakat Hizbullah / Tek parti, o da Hizbullah” söylemi, devrimin başlangıcında “ümmet” söylemi ile heyecanlanan Sünnileri ya da sosyal adalet ve fikir özgürlüğü vaatleri ile ümitlenen diğer grupları hayal kırıklığına uğratan çıkışlardan biriydi. Anayasada Şiiler ile eşit haklara sahip olmadıklarını, mezhepsel ayrımcılığa uğradıklarını iddia eden bazı Sünniler, devrim sonrası kurulan yeni devleti ‘Şii Cumhuriyeti’ olarak isimlendirmeye başlamıştı.

 

İran’da Şubat 2019 itibariyle devrimin 40. yıldönümü kutlandı. Ancak Sünni toplumun birtakım sorunları devam ediyor. Bu yazıda birkaç alt başlık halinde İran’daki Sünni toplumun karşılaştıkları temel problemlerden örnekler verilecektir. İran’daki Sünni toplumun hak ve hürriyetleri, İslam dünyasına vahdet ve kardeşlik çağrılarında bulunarak 1979 devriminin diğer ülkeler için de rol model olduğunu savunan İranlı yöneticiler için en büyük samimiyet sınavı olarak duruyor.

 

Sünnilerin siyasetin devlet kurumlarında hak ve istihdamı sorunu

Ayrıca İran Anayasası’na göre cumhurbaşkanlığı adaylığı sadece Şii mezhebine mensup olanlara tanınmış bir haktır. Sünni bir İran vatandaşı, cumhurbaşkanı olma hakkına sahip değildir. İran’ın Batı Azerbaycan eyaletine bağlı Piranşehr isimli kentin eski milletvekili Hasıl Dese, İran İçişleri Bakanıyla gerçekleştirdiği görüşmesinde ehl-i sünnet bir vali atanması için ricada bulunduğunu, “Ehl-i sünnet valisi atayamayız, buna izin verilmiyor.” cevabını aldığını iddia etmiştir. Öte yandan, İran Meclisi Ehli Sünnet Fraksiyonu Başkanı Celil Rahimi, Mayıs 2018’de yaptığı açıklamada, istihdam edilme konusunda Sünnilerin mezhepleri sebebiyle liyakat esasına riayet edilmeden pozisyonlarını kaybettiklerine değinerek, “Ülkenin cumhurbaşkanlığı makamımda oturan kişinin anayasa gereği Şii olması dışında diğer makamlar için böyle bir hüküm yok, devletin yönetim kademelerinde Sünnilerin de istihdam edilmesi gerekiyor.” ifadelerini kullanmıştı. İran’ın en etkili Sünni din adamlarından Mevlevi Abdülhamid İsmailzehi, devletin yönetim kademelerinde Sünnilerin de istihdam edilmesi hususunda devrim lideri Hamaney ve Cumhurbaşkanı Hasan Ruhani’ye birçok kez çağrıda bulunmuştu. Yapılan çağrıların neticesiz kalması üzerine, Mevlevi Abdülhamid, Irak’taki en önemli Şii lider Ayetullah Sistani’ye mektup yazdı. Mektubunda mezhebi ayrımcılık ve eşitsizliklerden de şikâyet eden Mevlevi Abdülhamid, Sünni toplumun haklarının verilmesi için Sistani’den İranlı yetkililerle arabuluculuk yapmasını istemişti. Mevlevi Abdülhamid’in Ayetullah Sistani’ye arabuluculuk için çağrıda bulunması İranlı yetkililerin kayıtsızlığına bir tepki anlamına gelmekte. Şiiliğin Kum havzasında otorite olarak kabul edilen Ayetullah Hamaney’den cevap alamayan Mevlevi Abdülhamid’in diğer Şii ilim havzası Necef’teki otorite Sistani’ye seslenmesiyle bir türlü çözüme kavuşamayan iç meseleyi Kum-Necef rekabet ajandasına götürmeyi amaçladığı da düşünülebilir.

 

Mevlevi Abdülhamid, Etemad gazetesine verdiği özel mülakatta, vali ve bakan derecesinde değil sıradan iş alımlarında dahi Sünni vatandaşların haksızlığa uğradığını şu şekilde açıklamakta: “Sistan ve Belucistan eyaletindeki halkın yüzde 75’i ehl-i sünnet olmasına rağmen 300 personelin istihdam edildiği bir devlet kurumunda sadece 18 ehl-i sünnet mensubu çalıştırılıyor. Sünni yoğunluklu bölgelerde kamu yatırımları

 

İran idari olarak 31 eyalete ayrılmıştır. Sünni toplum 31 eyalet içinde Sistan ve Belucistan ile Kürdistan başta olmak üzere Kirmanşah, Hürmüzgan, Gülistan, Batı Azerbaycan, Horasan Razavi ve Güney Horasan gibi eyaletlerde yoğunluk göstermektedir.

 

Dönemin İran Milli Eğitim Bakanı Ali Asgar Fani’nin 2016 yılında yaptığı açıklamaya göre, eğitim koşulları bakımından İran’ın en yoksun eyaletinin Sistan ve Belucistan olduğu tespit edilmiş, bunu Hürmüzgan ve Batı Azerbaycan eyaletleri izlemiştir. Tahran Şehid Beheşti Üniversitesi’nin 2013 yılında yaptığı araştırmaya göre, İran’da sağlık alanında en geri kalmış eyaletlerinin sırasıyla Hürmüzgan, Sistan ve Belucistan ile Batı Azerbaycan’ın olduğu açıklanmıştır. İran resmi haber ajansı IRNA’ya göre, İran’da enflasyon ve ürün fiyat farkının en yüksek olduğu eyalet Sistan ve Belucistan olarak açıklandı. İran resmi makamlarının verdiği bu tür bilgiler Sistan ve Belucistan, Kürdistan, Hürmüzgan ve Batı Azerbaycan gibi eyaletlerin sağlıktan eğitime birçok alanda ihmal edildiğini gösteriyor. Yukarıda verilen örneklerde olduğu gibi Sünni yoğunluklu eyaletler yaşanabilirlik açısından refah seviyesinin en düşük olduğu yerleşim bölgelerinin başında geliyor. Bununla birlikte Şii nüfusun yoğunluk arz ettiği Huzistan ve Kerman eyaletleri de çevresel ve ekonomik sorunlarla boğuşmakta.

 

Tahran’da Sünni mescidi konusu

 

İran’ın Mehr haber ajansının 2016 yılında yaptığı habere göre, hali hazırda İran’da 72 bin cami bulunuyor. Verilen istatistiğe göre İran’da her bin kişiye bir cami düşmekte. Yapılan araştırmaya göre, nüfusa oranla en az cami başkent Tahran’da iken en çok cami ise Kürdistan eyaletinin yönetim merkezi Senendec’te bulunuyor. Yoğun Sünni nüfusa sahip İran’ın doğusundaki Sistan ve Belucistan, Kürdistan, Kirmanşah, Batı Azerbaycan, Gülistan, Hürmüzgan ve Horasan eyaletlerinde birçok ehl-i sünnet camisi bulunuyor. İran’ın güneydoğusundaki Sistan ve Belucistan’da yapımı bitmek üzere olan Osmanlı mimari örneği 70 bin kapasiteli Mekki Camisi, Sünnilerin İran’daki en büyük ibadet merkezi.

 

Tahran başta olmak üzere İsfahan, Kum, Kerec, Yezd, Tebriz gibi büyük şehirlerde dağınık yaşayan Sünniler devlet yetkililerinden bu bölgelerde de cami ve kültür merkezi inşa etmek için izin talep etseler de bu taleplerine yetkililer henüz olumlu cevap vermiş değil.

 

İran’ın başkenti Tahran’da yaklaşık bir milyon Sünni yaşıyor. Sünnilerin en büyük taleplerinden birisi Tahran’da müstakil bir caminin yapımına izin verilmesidir. Devrim sonrası sık sık gündeme gelse de bu konuda somut bir adım atılmış değil.

 

Devrimin ilk yıllarında Sistan ve Belucistan milletvekili Mevlana Nazar Muhammed’in İran meclisinde gerçekleştirdiği sitem dolu konuşma henüz tazeliğini koruyor: “Yahudiler, Zerdüştler ve Hristiyanların Tahran’da ibadetgâhı bulunuyor. Biz ayrı değiliz, sizinleyiz. Bize bir mescit verin. Ayetullah Humeyni iki yıl önce söz verdi bize. Tahran’da yaşayan Sünniler, cuma ve bayram namazlarını “namazhane” isimi verilen kiraladıkları apartman daireleri ve bodrum katlarında ya da Afganistan, Pakistan ve Suudi Arabistan elçiliklerinde kılmaktadır. Sünnilerin Tahran’da namaz kılmak için kiraladığı namazhane sayısının 10 olduğu söylenmektedir.

 

Tahran’da Sünnilere ait camilerin varlığını iddia edenlerin kast ettikleri kiralanan daireler ve bodrum katlarıdır. Tahran’da Sünnilere ait minare ve kubbeli bir cami bulunmamaktadır. Öte yandan, Sünnilerin 40 yıldır yanıt verilmeyen Tahran’da cami talepleri ile alakalı Tahran Belediye Meclis Üyesi Hüccet Nezeri, İran resmi haber ajansı IRNA’ya şu açıklamayı yapmıştır: “Tahran’da sayıları bir milyona yaklaşan Sünni kardeşlerimizin bayram namazı kılmaları için bir camisi bulunmuyor, vahdetimiz için aziz ehl-i sünnet kardeşlerimize cami yapılmasına adına elimden geleni yapacağım.”[af] “Mescidi beraye ehli tesennun der tahran sahte şeved” http://www.irna.ir/fa/News/82944810 [/af]

 

Tahran’da Sünnilere yönelik kısıtlamalar

 

İran Sünnilerinin ibadet özgürlükleri kimi zaman rejim tarafından kısıtlamalara maruz kalmaktadır. 2011 yılında Tahran’daki Sünnilerin namazhanelerde Kurban ve Ramazan bayramı namazı kılmaları emniyet güçlerince engellenmişti. Yaşanan bu engellemeye Sünni din adamı Mevlevi Abdülhamid, “Anayasa tüm dinlere ibadet özgürlüğü tanımakta. Tahran’da Sünnilere yönelik bayram namazı engellemeleri ilerleyen yıllarda da devam etti. Buna ilaveten güvenlik güçlerince Tahran’ın İslamşehr semtindeki namazhane kapatıldı, Punek semtindeki namazhane yıkıldı. Sünni din adamı Mevlevi Abdülhamid İsmailzehi’nin Tahran’daki yıkılan ve kapanan namazhaneler hakkındaki açıklaması şu şekilde oldu: “Tahran’da ya birileri namaz kılınması için evini açıyor ya da bir yerler kiralanıyor. Cami ve namazhane birbirinden farklı şeyler. Devrimden bu yana Tahran’da Sünnilere cami için izin vermemek, sonrasında kiralanan bir namazhaneye dahi tahammül edemeyerek yıktırmak. Tüm yaşananlar sadece İran Sünnilerinin kalbini yaralamakla kalmıyor, İslam âleminin kalbini yaralıyor.”

Rejimin artan Sünni nüfus endişesi

 

İran’da Sünnilerin nüfusu üzerine henüz net bir rakam saptanamamıştır. Gerçeklerden uzak bir şekilde Sünni nüfusun 4 milyondan az olduğunu iddia edenler de abartıya kaçarak 20-30 milyon olduğunu ileri sürenler de mevcut. Konuyla ilgili az çok bilgisi ve araştırması olan herkesin hemfikir olduğu sayı ise İran’da en az 15 milyon Sünni’nin varlığı şeklinde. İran’da mevcut Sünni nüfusun oranı belirsizliğini koruduğu gibi Sünni nüfusun artış gösterdiği ve yayıldığı iddiaları bazı resmi makamlarca endişe sebebi olarak gösterilmiştir. Buna örnek olarak Ayetullah Mekarim Şirazi’nin 2013 yılında yaptığı açıklama gösterilebilir. Şirazi, Sistan ve Belucistan bölgesinden Meşhed şehrine şüpheli göçler yaşandığını ifade ederek, “Meşhed’in muhtelif bölgelerine toplanmışlar, bu böyle devam ettiği takdirde büyük bir tehlikeye dönüşebilir. Meşhed, Şiiliğin İsnâaşerîyye mezhebinin kollarından Caferilik’te “Sekizinci İmam” olarak kabul edilen Ali er-Rıza’nın kabrinin burada bulunduğuna inanıldığı için İran’da en kutsal şehir olarak kabul ediliyor. Daha önce Şiraz ve Urumiye şehirlerinde artan Sünni nüfus hakkında açıklamalarda da bulunan Mekarim Şirazi’nin, Meşhed’deki “şüpheli göçler” ile alakalı bir başka ifadesi de şu şekilde: “Şimdi Meşhed şehrinde görüyoruz ki Sünniler Şiilerden ev ve arsa alarak nüfus yoğunluklarını arttırıyor.”

 

Ayetullah Mekarim Şirazi, Kum İlim Havzası’nın taklit mercii olarak kabul ettiği 7 büyük müçtehitten birisi. İran’da en etkili din adamlarından Ayetullah Şirazi’nin bu tür açıklamaları Sünni kesimde tepkiyle karşılandı. İran’ın önde gelen Sünni âlimlerinden Mevlevi Abdulhamid İsmailzehi, “Sünni nüfustan ötürü endişe duyulması için ortada hiçbir sebep yok. Ehl-i Sünnet geçmişte de bu ülkede mevcuttu. İran İçişleri Bakanlığı’nın raporlarına göre ülkenin %20’si Sünni mezhebine mensup. Ne yazık ki bazıları Şiileri nüfus artışına teşvik etmek için bu tür açıklamalar yapıyor. Sonuç yerine

 

İran’da 40 yaşını geçen devrim, birçok açıdan sorgulanıp muhasebe edilmektedir. Kadınlar, Bahailer, Türkler, Kürtler, Farslar, Beluçlar, Şiiler, Sünniler, Zenginler, Fakirler, Laikler, Dindarlar gibi birçok sınıf için devrimin neticesinin ne olduğu ayrı bir tartışma konusudur. Tüm sınıflar ve etnik gruplar için 40. yılına giren devrim muhasebe edilmektedir.

 

İran’da devrimin Sünni topluma verdiği özgürlükler konusunda başarılı olduğunu söylemek fazlaca iyimser bir yorum olacaktır. Sünniler, İran’ın başkenti Tahran’da en temel hakları olan cami inşasından bile mahrum kalmaktadırlar. Devrimin başında Humeyni’nin söz vermesine rağmen henüz bu taahhüt vuku bulmuş değil. İran’ın Kürdistan eyaleti eski milletvekili Celal Celalizade’nin dediği gibi ne yazık ki dünyada Sünnilerin cami inşa etmesinin yasaklandığı tek başkent Tahran’dır. Bu durum, dünya Müslümanlarına İran devrimini model olarak sunan kesim adına ciddi bir çelişkidir.

 

Diğer taraftan Sünni nüfusun yoğun yaşadığı başta Sistan ve Belucistan olmak üzere birçok eyalet eğitim ve sağlık gibi kamu yatırımlarında en geri kalmış eyaletler içerisindedir. Sünnilerin ikamet ettiği sınır bölgeleri ekonomik gelişmişliğin az, kıtlık ve kuraklığın ise yüksek olduğu bölgelerin başında gelmektedir. Bu durum yöneticilerin yatırım konusunda çifte standart uyguladığı şüphelerini akla getirmektedir.
