Irak Ordusu ile anlaşma yapan Sincar Savunma Birlikleri (YBŞ), askeri unsurlarını Halk Seferberlik Güçleri’ne (Haşdi Şaabi) dahil etme kararı aldı.
Resmi olarak Bağdat tarafından Irak’taki silahlı bir güç sayılan Haşdi Şaabi, bünyesine YBŞ’yi alacak. Bu unsurların şehri terk etmeye başlamasıyla Irak Polisi de bölgede konuşlanmaya başladı.
YBŞ adına konuşan Hanasır Özerk Yönetimi Konsey Başkanı Dahil Murad “Üslerimizi devrettikten sonra YBŞ, Haşdi Şaabi’nin parçası olacak. Bin YBŞ üyesi önceden Haşdi Şaabi’ye bağlanmıştı. Şimdi ise bin beşyüz milis Haşdi Şaabi’nin 80. Alayı’nın parçası olacak. Haşdi Şaabi resmi olarak Irak hükümetinin askeri gücü, bu yüzden onların parçası olmamız da son derece normal.” diyerek YBŞ’nin geçiş sürecinden bahsetti.
1 Ekim 2020 tarihinde Irak ve Kürt Bölgesel Yönetimi’nin Sincar’da güvenliğin yeniden tahsisi ve yeni yönetimin kurulmasına ilişkin imzaladıkları anlaşma neticesinde YBŞ, Haşdi Şaabi’ye bağlandı.
Birçok Yezidi, özellikle PKK destekçisi olanların bu anlaşmaya karşı olduğu ve karşıt protestolar düzenledikleri belirtiliyor.
Haşdi Şaabi’nin Şengal’deki komutanlarından Hal Ali’nin KirkukNow’a verdiği demeçte IŞİD’in Sincar’dan çıkarılmasının ardından çok sayıda YBŞ milisinin Haşdi Şaabi’nin kolu olan Aşiret Topluluğu’na katıldıklarını ve yeni gelenlerin de Aşiret Topluluğu’na bağlı 80. Alay’a dahil edeceklerini söyledi. Haşdi Şaabi, 2017 yılında Sünnilerin çoğunluk olduğu bölgelerde Aşiret Topluluğu’nu kurdu.
YBŞ üyesi Haval Tekoşar’in ifade ettiğine göre yapılan anlaşma neticesinde YBŞ, Sincar’ı terk ederek, dış bölgeye konuşlandı. YBŞ’nin parçası olan Ezidhan Asayiş ve Haşdi Şaabi’nin Sincar şehrinde hala üsleri mevcut.
Dahil Murad şehirde bu güçlerin varlığı konusunda ise “Irak Ordusu ve Ezidhan Asayiş arasındaki ana mesele ise ordunun, Ezidhan Asayiş’i Sincar’da sivil kıyafetler içerisinde kalmasını istemesi. Biz ise bunu reddettik. Asayiş’in kalmasını, isminin değişmesini kabul edeceğiz.” açıklamasında bulundu.
Binden fazla milise sahip Ezidhan Asayiş, Sincar’ın IŞİD’den alınmasının ardından şehirde güvenliğin sağlanması amacıyla kuruldu.
Musul’un 120 kilometre batısında yer alan Sincar, Irak Anayasası’na göre tartışmalı bölgeler arasında yer alıyor.
