Suriye’nin kuzeydoğusunu PKK’nın Suriye kolu YPG ile ortak kontrol eden Suriye Demokratik Güçleri (SDG) BM’nin uyarılarına rağmen çocukları askere almaya devam ediyor
Birleşmiş Milletler’in (BM) 2019 Suriye raporunda ülkenin kuzeydoğusunu kontrol eden PKK’nın Suriye kolu Halk Savunma Birlikleri’nin (YPG) bünyesindeki çocuk savaşçılara yer vermişti. BM’nin paylaştığı raporda YPG bünyesinde 280 çocuğu silahlandırdığını açıklamıştı. BM ile örgüt arasında çocuk savaşçıları serbest bırakma mutabakatı imzalanmış, örgüt çocuk savaşçılara karşı etkin mücadele edeceği sözünü vermişti.
Geçen Ocak ayında BM İnsan Hakları Konseyi’nin yayınladığı ‘Çocuklarımın Hayallerini Sildiler: Suriye’de Çocuk Hakları’ başlığını taşıyan raporda yer verilen görgü şahitleri YPG ve SDG’nin çok küçük yaşta çocukları saflarında savaşmak üzere zorunlu eğitime aldığını ifade etti. Yerel kaynaklar da örgütün saflarına çocuk savaşçı alımının devam ettiğini, PKK’ya bağlı Devrimin Gençliği grubunun çocukları ailelerinden kopardığını ifade ediyor.
Çocuk savaşçının babası konuştu
Suriye’nin doğusunda vinç operatörlüğü yaparak mütevazi geliri ile ailesini geçindirmeye çalışan Musab on altı yaşındaki oğlu Fevaz’ın büyüdüğü çevreden, PYD’nin silahlı kanadı YPG’nin sunacağı statü ve maaştan, etkileneceğinden endişe duyuyordu. Sonunda Fevaz geçen bir gün ortada kayboldu.
Syria Direct’e konuşan baba Musab “YPG’ye katıldığını biliyorduk. Bize eğitim kampına götürüldüğünü söylediler. Onlara oğlumuzu geri vermelerini söyledik ama reddettiler,” dedi.
Oğlu Fevaz ile iletişim kuramadığını söyleyen Musab oğlunun yakında cepheye gönderileceğinden çok korktuğunu belirtti. Oğlu, YPG ve SDG’nin saflarına aldığı yüzlerce çocuk savaşçıdan sadece biri olan Musab, “Dileriz aklı başına gelecek ve eve dönecektir,” diye umut ediyor.
Suriye İnsan Hakları Ağı tarafından Suriye Direct’e sağlanan BM verilerine ve verilerine göre, Ocak 2014’ten Eylül 2020’ye kadar YPG en az 911 çocuğu askere aldı.
Endoktrinasyon, kaçırma ve askere alma
Kuzeydoğu Suriye’de bir çocuk kaybolduğunda, resimleri sosyal medyada yayınlanıyor. Onları kimin kaçırmış olabileceği söylentileri dolaşıyor. Güvenlikten yoksun ortam söylentileri çeşitlendirse de çocukları kaçırabilecekler belli aktörler. Bununla birlikte, kaçırılan çocukların ebeveynleri de dahil olmak üzere birçok kaynak, bir grubun birçok kaçırma ve askere alma işleminin suçlusu olduğuna işaret etti: Shabiba al-Thawra (Devrimin Gençliği).
Devrimin Gençliği veya Kürtçe’de Ciwanên Şoresger, Irak Kürdistanı’ndaki Kandil dağlarında bulunan PKK liderliğiyle olan bağları ile tanınan, kuzeydoğu Suriye’de bulunan gençlik hareketidir. Grubun kuzeydoğu Suriye’de merkezleri var ve bölgedeki gençlere Kürt tarihi ve milliyetçiliği üzerine eğitim dersleri veriyor. Grup son olarak 15 Ağustos’ta PYD’ye muhalif Kürt Ulusal Konseyi’nin (ENKS) Kamışlı ofisine yaptığı saldırı ile dikkat çekti.
Kaçırılan çocukların ebeveynleri ve Devrimin Gençliği hakkında bilgi sahibi kaynaklarla yapılan görüşmeler, metodik ve düzenli bir adam kaçırma sürecini ortaya çıkardı. Ailelere baskı yapan veya çocukları zorla kaçıran silahlı adamlar yok. Grup bu zorla alıkoyma yerine hem Suriye’de hem de yurtdışında Kürt bağımsızlık hareketine fayda sağlama potansiyeline sahip olarak görülen çocukları titiz bir şekilde hedef alarak endoktrinasyona tabi tutuyor ve örgüte alıyor.
Devrimin Gençliği, Suriye’nin kuzeydoğusundaki Kürtlerin liderliğindeki siyasi otorite olan Özerk Yönetim genelindeki okullarda ve eğitim tesislerinde varlığını sürdürüyor. Kaynaklar, grubun hedef alacağı çocukları özerk yönetimin okullarından seçtiğini iddia ediyor.
Seçilenler önce derse davet ediliyor
Özerk yönetimin okullarında ve eğitim tesislerinde gözlenen çocuklardan alınacak olanlar seçilince Kandil merkezli Devrimin Gençliği üyeleri çocuklara yaklaşarak önce onları derslere davet ediyorlar. Bu dersler genelde Kürdistan tarihi ve Kürt milliyetçiliği ile ilgili oluyor.
Bu dersler seçilen çocukların niteliğine göre Kamışlı yakınlarındaki Rumeylan’da bulunan askeri eğitim kampına gidene kadar bir ay ila bir yıl arası sürebiliyor. Bu değişen sürenin sonunda çocuklar gizlice kampa götürülüyor.
Kimin için savaşacaksınız?
Rumeylan’daki kampa götürülen çocuklar burada askeri eğitim alırken ikiye ayrılıyor. PKK için savaşmak isteyenler ve Suriye’nin kuzeydoğusunda kalıp Rojava’nın bağımsızlığı için YPG saflarında savaşacak olanlar.
Çocuğu 2015 yılında henüz onuncu sınıfta iken Devrimin Gençliği derslerine katılmaya başladıktan bir süre sonra kaçırılan Um Şafan oğlunu sadece 2017 yılında Kandil’den gelen bir fotoğrafta gördü. Oğlu kaçırılan anne, “Şafan sporu seven zeki bir çocuktu. Her gün okuldan sonra oyun sahasına giderdi. Bir gün yeni arkadaşlar edindi ve her gün eve geç gelmeye başladı. Ona nerede olduğunu sorduğumuzda bize hep derste diye cevap verirdi,” diyerek bir süre sonra oğlunun Kürdistan’dan, milliyetçilikten ve özgürlükten bahsetmeye başladığını anlattı. Um Şafan “Bir gün evden oyun sahasına çıkıyorum diyerek çıktığından beri onu görmüyorum,” dedi.
Örgüt iddiaları reddetti
Şafan’ın ailesi gibi yüzlerce aile kaçırılan çocuklarını bir daha hiç göremedi. Ancak, Temmuz ayında Hasake’nin Amuda kasabasından kaçırılan 11 yaşındaki Ronida Dari’nin vakasında ailesi, YPG komutanı Mazloum Abdi ve diğer PKK liderleriyle yakın ilişkileri nedeniyle onu geri alabildiler. Fakat diğer aileler bu kadar şanslı değil.
Devrimin Gençliği grubu sözcüsü Naser Afrin ise çocukların askere alınması için yapılan Endoktrinasyon süreçlerini ve Kandil ilişkilerini reddetti. Sözcü, grubun kuzeydoğu Suriye’deki tüm sporcu, öğrenci ve işçilerle çalıştığını söyledi.
