ABD Savunma Bakanlığı, ABD’nin de içerisinde bulunduğu birçok ülkeye yönelik siber saldırılar düzenledikleri iddiasıyla Rusya askeri istihbarat teşkilatına bağlı 6 yetkiliye suç duyurusunda bulundu. ABD hükümetine göre 6 Rus istihbarat üyesi, son 5 yıl içinde dünya çapında ‘uluslararası istikrarı hiçe sayan ve büyük maliyetlere sebep olan’ siber saldırılar gerçekleştirdi.
ABD tarafından hazırlanan iddianamade “Rus askeri istihbaratının (GRU) yıkıcı ve kamu güvenliğini hedefleyen siber saldırıları, Rusya’nın ekonomik ve ulusal çıkarları doğrultusunda düzenlendi.” ifadeleri yer aldı. Öte yandan iddianameye göre GRU, zaman zaman yaptığı kötü amaçlı siber saldırıları Çin ve Kuzey Kore bağlantılı bilgisayar korsanlarınca gerçekleştirilmiş gibi göstererek Rus hükümeti ile olan irtibatını gizlemeye çalıştı. Ancak ABD hükümeti, GRU tarafından düzenlenen siber saldırıların Rusya’nın stratejik çıkarlarına hizmet ettiğini savunuyor.
Söz konusu istihbarat teşkilatı GRU, 2015 yılının sonundan beri aktif faaliyet içerisinde olduğu belirtiliyor. GRU’nun 2015 yılının Aralık ayında Ukrayna’nın elektrik dağıtım sistemine yaptığı siber saldırılar sonucunda yüz binlerce kişiyi altyapı hizmetlerinden mahrum bıraktığı biliniyor. Ayrıca ABD’nin açıklamasında, Gürcistan hükümetinin ve Fransa’daki seçimlerin siber saldırılara hedef olduğu bilgisi yer alıyor. GRU’nun eski ajanı Sergei Skripal’a 2018 yılında İngiltere’de gerçekleştirilen Noviçok sinir gazı saldırısını incelemeye alan Batılı araştırma kuruluşların da bu siber saldırılarda hedef alındığı iddia edilmişti.
