Uluslararası Af Örgütü Amnesty, Arakan’da yaşanan çatışmalarda sivil halkın rastgele şekilde hedef alındığını açıkladı. Af Örgütü, Arakan halkını rastgele şekilde hedef alan Myanmar ordusunun uluslararası mahkemelere taşınmasını istiyor.
Af Örgütü, Myanmar ordusu ile Arakan ordusu arasında çıkan şiddetli çatışmalarda sivillere yönelik gerçekleştirilen rastgele saldırılara ilişkin kanıtlar ele geçirdi. Bu kanıtlar, çatışmaların yoğunlaştığı Arakan eyaletinden elde edilen fotoğraflar, videolar, uydu görüntüleri, medya raporları ve sivil toplum kuruluşlarının kaynaklarından sağlanıyor.
Uluslararası Af Örgütü’nün Bölge Direktör Yardımcısı Ming Yu Hah, BM Güvenlik Konseyi’ni söz konusu raporları Uluslararası Ceza Mahkemesi’ne taşımasını isteyerek, ‘’Arakan ordusu ile Myanmar ordusu arasındaki çatışmaların azaldığına dair hiçbir işaretin olmadığını ve bölge halkının bu durumdan oldukça muzdarip olduğunu’’ vurguladı. Ming Yu Hah ayrıca ‘’Myanmar ordusunun sivilleri hiçe sayarak rastgele saldırılar gerçekleştirdiğini’’ söyleyen açıklamalarda bulundu.
Af Örgütü, Bangladeş sınırında Myanmar birliklerinin varlığıyla ilgili artan endişelere de işaret etti. Af Örgütü raporlarında, Arakan ve Çin eyaletlerindeki var olan mayın tehlikesine ayrıca dikkat çekildi. Ek olarak raporlarda, ağır silahlarla sivil yerleşimlere ateş açıldığı ifadeleri yer almakta. Bölgede var olan mayınlar ve köylere yönelik gerçekleştirilen saldırılar sonucunda sivil ölümlerin meydana geldiği biliniyor. Af Örgütü’nün farklı raporlarında, Myanmar ordusunun Arakan merkezindeki köylerde yangın çıkarttığını ve geçtiğimiz Haziran ayında Myanmar ordusundan üç askerin bir kadına tecavüz ettiği ifade ediliyor.
Yerel bir sivil toplum kuruluşuna dayandırılan tahminde, 2018’in Aralık ayından beri Myanmar ordusu ile Arakan ordusu arasında çıkan çatışmalarda 289 sivilin öldüğü, 641 sivilin yaralandığı belirtiliyor. Hükümetin medyadaki haberlere yönelik getirdiği sansürler ve mobil internetin kapatılması nedeniyle tam olarak gerçek ölüm sayılarına ulaşılamadığı biliniyor. BM henüz Af Örgütü’nün raporlarına ve taleplerine yanıt vermedi.
