Birbirleriyle yıllardır savaş halinde olan ve diplomatik herhangi bir bağları bulunmayan Lübnan ve İsrail arasında uzun zaman sonra bir görüşme yapılacak. Söz konusu bu görüşme, Akdeniz’deki zengin yeraltı kaynaklarının bölgeler konusunda yaşanan anlaşmazlığın çözülmesini amaçlıyor.
Birleşmiş Milletler himayesi ve Amerika’nın aracılığıyla 12 Ekim’de ilk toplantının gerçekleşmesi bekleniyor. 2019 yılında iki ülkenin sınır anlaşmazlığı konusunda görüşmeye başladıkları iddiaları ortaya çıkmış ancak kısa süre sonra Lübnan tarafından reddedilmişti. İsrail’in Körfez ülkeleriyle normalleşme sürecine girmesinin ardından bu toplantı kararının alınması soru işaretleri oluşturdu. Lakin yetkililerin aktardıklarına göre söz konusu bu toplantıların sadece Akdeniz’deki sınır anlaşmazlığını kapsıyor.
Amerika Dışişleri Bakanı Mike Pompeo yaptığı açıklamada bu görüşmelerin istikrar ve refah için potansiyel olduğunu söyledi. Amerikalı yetkililer ise Pompeo’nun Lübnan ziyaretlerinde Beyrut hükümetinde yer alan yetkililere yaşanan bu sorundan her defasında bahsettiğini ekliyorlar.
Halihazırdaki kötü ekonomiye COVID19 ve Beyrut Limanı’nda yaşanan patlamanın da dahil olması, Lübnanlı yetkilileri görüşmeleri yapmalarına sebebiyet verdi. Lübnan Lirası’nın %80 oranında değer kaybetmesi ve GSYH dış borç oranı %170 civarına ulaşmasıyla birlikte ödemelerin yapılması için bu kararın alındığını Meclis Başkanı Nabih Berri dile getirdi.
Lübnan ve İsrail arasında Akdeniz’deki kıta sahanlığındaki sorunlu alan 854 km²’lik bir alanı kapsıyor. Her iki ülke de söz konusu bu alanın kendi ekonomik bölgelerine dahil olduğunu iddia ediyorlar. Güney Kıbrıs Rum Kesimi ve İsrail’in Doğu Akdeniz’de başlattıkları doğalgaz aramaları çalışmalarıyla birlikte Lübnan’ın arama alanının küçülmesi sebebiyle kıta sahanlığı sorunu gün yüzüne çıktı.
Ürdün ve Mısır ile milyar dolarlık doğalgaz anlaşmaları imzalayan İsrail’in aksine Lübnan’ın şu an açık denizdeki arama çalışmalarında ne kadar gaz bulduğu bilinmiyor.
Lübnan’da görüşmeleri kimin yöneteceği henüz bilinmiyor. İsrail Enerji Bakanı Yuval Steinitz her ne kadar görüşmelerin yüz yüze yapılacağını söylese de Lübnanlı yetkililer doğrudan görüşmelerden yana olmadıklarını ifade ediyorlar. BM yetkilileri ise görüşmelerin yüz yüze yapılmasını desteklediklerini belirtiyorlar.
Lübnan Meclis Başkanı Nabih Berri, İsrail ile bir başka sorun olan kara sınırlarındaki anlaşmazlığın da kıta sahanlığı görüşmeleri ışığında çözülebileceğini dile getirdi. Lübnan ve İsrail’in kıta sahanlığı anlaşmazlığı konusunda görüşmeleri için yoğun çaba harcayan Amerikan Dışişleri Bakanlığı Yakın Doğu İlişkiler Müsteşarı David Schenker, kara sınırları konusunda da görüşmelerin yapılmasını memnuniyet duyacağını açıkladı.
