Dünya petrol ve gazının %3’ünü üreten Irak dünyadaki metan emisyonlarının yaklaşık yüzde sekizini gerçekleştiriyor. Ülkedeki ciddi petrol ve ürünleri potansiyeline rağmen Irak’ın son yirmi yılda yaşadığı işgal ve çatışma dönemleri nedeniyle emisyon konusunda henüz bir girişimi olmadı.
Irak Çevre ve Sağlık Bakanlığı ile BM çevre programı yöneticilerinin ortak web-seminerinin ardından Irak Çevre Bakan Yardımcısı Dr. Casim Humadi Sağlık ve Çevre ve Petrol Bakanlıklarının, ülkenin petrol ve gaz sektöründen kaynaklanan metan emisyonlarının doğasını ve ölçeğini daha iyi anlamak için bakanlıklar arası bir teknik görev gücü kurmayı kabul ettiğini duyurdu.
BM Çevre Programı yöneticileri ile gerçekleşen metan emisyonu ve diğer çevre sorunları web-seminerinin arkasından Iraklı yetkililer ülkede emisyonu önlemek için bilimsel geliştirmelere ve bir emisyon ölçüm merkezine ihtiyaç olduğunu ifade etti. Yöneticiler bu amaçla BM ortaklarına ve Küresel Metan İttifakı dahil olmak üzere küresel girişimlere destek çağrısında bulundu. Destek çağrısında Irak’ın Paris anlaşmasına entegre olabilecek ulusal bazda metan azaltma hedefleri belirlemesine ve gerçekleştirmesine yardım edilmesi istendi.
Kirliliğin %25’inden metan sorumlu
Hükümetler arası İklim Değişikliği Paneli verilerine göre metan, küresel ısınmanın %25’inden sorumlu olan oldukça güçlü bir iklim kirletici. UNEP’in Enerji ve İklim Şubesi için Küresel Metan İttifakı’nı koordine eden Giulia Ferrini’nin belirttiğine göre metan, yirmi yıllık bir süre içinde karbondioksitten 84 kat daha fazla ısıyı hapsedebildiği için çok büyük bir iklim etkisine sahip.
Güçlü bir ısı tutucu ve kirletici olan metanın emisyonunun denetlenmesi ve azaltılması için ise oldukça düşük maliyetli önlemler yeterli olabiliyor. Metan emisyonu çok yüksek olan Irak için metan gazını oluşturan üretim alanları içindeki düşük maliyetli yatırımlarla ülkedeki emisyonun %40 azaltılabileceği öngörülüyor.
Elektrik üretim kararı
Irak geçen senelerde yapılan uyarılar ile çeşitli emisyon çözüm formülleri üzerinde çalışmış ve üretimden kaynaklı metan gazının salınımını durdurmak için bazı projeler gerçekleştirmişti.
Bu projelerin başında ise ülkede sık sık yaşanan elektrik sorununu da gidermek amacıyla metan gazından elektrik üretimi geliyordu. Geçen ağustos ayında açıklanan projeye göre doğalgazın bileşeni durumundaki yanıcı özelliği kullanılarak bir metan santrali kurulması planlandı.
