Afrika Birliği öncülüğünde yeniden başlatılan Rönesans Barajı görüşmelerinde Mısır, Sudan ve Etiyopya arasında anlaşmaya varılamadı.
Sudan Sulama ve Su Kaynakları Bakanı Yasir Abbas yaptığı basın açıklamasında, müzakerelerde somut bir ilerleme kaydedilemediğini belirtti. Abbas, Sudan’ın Mısır’a ‘baraj krizi konusunda Afrika Birliği uzmanları daha aktif rol oynamalı’ teklifinde bulunduğunu ancak Mısır’ın bu konuya sıcak bakmadığını söyledi.
Etiyopya Dışişleri Bakanlığı, tarafların ‘müzakerelerde barışçıl çözümleri hedefleyen talepler ve bir çalışma takvimi oluşturma’ gibi konularda anlaşma sağlayamadıklarını açıkladı. Bakanlık, bir sonraki müzakerelerde Afrika Birliği ve Güney Afrika’nın danışman rolü görmesi gerektiğini savundu.
Geçtiğimiz haftalarda üç Afrika ülkesi, 2011’de temeli atılan Rönesans Barajı’nın ‘dolumu ve işletilmesi’ konularını kapsayan görüşmelere yeniden başlamıştı. Trump’ın bir telefon görüşmesinde, ‘Mısır, Rönesans Barajı’nı bombalayabilir’ ifadelerinin ardından müzakere kararının tekrar masaya yatırıldığı düşünülmüştü.
Tarafların baraj projesi konusunda talepleri
Etiyopya şu an maliyeti 5 milyar dolar olan Rönesans Barajı inşaatını sürdürüyor. Yetkililer, dörtte üçü tamamlanan barajın 2023’te tamamlanmasını umuyor. Etiyopya baraj projesiyle birlikte enerji açığını kapatmayı planlıyor.
Mısır, barajın yapıldığı Mavi Nil Nehri’nden her yıl en az 40 milyar metreküp su salınmasını talep ediyor. Tarım ve içme suyunun büyük bir kısmını Mavi Nil Nehri’nden karşılayan Mısır, barajın kurak mevsimlerde daha çok su bırakılarak doldurulmasını istiyor.
Sudan ise baraj ile birlikte her gün yaşanan elektrik kesintilerini sonlandırmayı hedefliyor. Sudan, toprak verimine iyi geleceği ve yağmurların oluşturduğu taşkınları önleyeceği için baraj yapımına olumlu yaklaşıyor.
